About the European Accessibility Act
The European Accessibility Act (EAA, Directive 2019/882) has been enforceable across all EU member states since 28 June 2025. It requires businesses that sell products or provide services to EU consumers to meet accessibility requirements defined in EN 301 549, which incorporates WCAG 2.1 Level AA.
Who does the EAA apply to?
The EAA covers e-commerce, banking, transport ticketing, telecommunications, e-books, audiovisual media, consumer electronics, and self-service terminals. It applies to any business placing these products or services on the EU market, regardless of where the business is based.
Microenterprise exemption
Organisations with fewer than 10 employees and annual turnover under €2 million are exempt from service obligations. However, this exemption does not apply to products — manufacturers must comply regardless of size.
Penalties for non-compliance
Fines vary by country: up to €100,000 in Germany, €1,000,000 in Spain, and criminal sanctions including up to 18 months imprisonment in Ireland. France has already filed the first EAA enforcement actions against major retailers.
