Portugal-specific requirements
Portugal has been a notable leader in government digital accessibility. The AccessMonitor tool, developed by AMA, automatically evaluates website accessibility against WCAG criteria and has been used to monitor Portuguese public sector websites for over a decade. Portugal maintains a public transparency dashboard showing the accessibility status of government websites. The EAA transposition extends this monitoring culture to the private sector. Portugal also adopted an ambitious National Strategy for the Inclusion of Persons with Disabilities (ENIPD 2021-2025), which reinforces the importance of digital accessibility across both public and private sectors.

Frequently asked questions
What is AccessMonitor?
AccessMonitor is an automated accessibility evaluation tool developed by AMA (Agência para a Modernização Administrativa). It has been used to monitor Portuguese government websites for over a decade and evaluates compliance against WCAG criteria. This tool and methodology may be extended to support private sector monitoring under the EAA.
Who enforces the EAA in Portugal?
AMA handles digital accessibility monitoring, building on its existing expertise in public sector web accessibility. ASAE (the economic enforcement authority) handles market surveillance for consumer products and services. Both bodies can issue compliance orders and impose penalties.
Does Portugal have a public accessibility dashboard?
Yes. Portugal maintains a transparency dashboard showing the accessibility status of government websites, based on AccessMonitor assessments. This level of public transparency is uncommon among EU member states and reflects Portugal's proactive approach to accessibility monitoring.
What are the EAA fines in Portugal?
Administrative fines are scaled by severity of the infringement. ASAE determines fine amounts based on factors including the scope of non-compliance, the number of affected users, and whether the business has made efforts to remediate. Non-compliant products can also be ordered off the market.
