Penalties
Spain has among the highest potential penalties in the EU - fines of up to €1,000,000 for very serious infringements. Moderate infringements can result in fines of up to €100,000. Minor infringements up to €10,000.

Key deadlines
Enforceable from 28 June 2025. Spain has had public sector accessibility requirements under Royal Decree 1112/2018 since 2018, and the EAA transposition extends obligations to the private sector.
Spain-specific requirements
Spain's penalty regime is notably severe compared to other EU member states, with a three-tier structure (minor, serious, very serious) that can reach €1,000,000. Spain also has a strong constitutional framework for disability rights (Article 49 of the Spanish Constitution), which reinforces the legal basis for accessibility enforcement. The ONCE Foundation and CERMI (Comité Español de Representantes de Personas con Discapacidad) are influential advocacy organisations that actively push for enforcement.
